[OOL] Inbound connection saturated

I have been having issues with my OOL service for a few months and I have not been able to resolve. I have an EdgeRouterX connected to my OOL modem. Whenever I see that the internet does not work, on the dashboard of my EdgeRouterX I see that I have incoming traffic of about 115 to 120 Mbps (I am on 100 Mb plan). I do not see any traffic going from the router to any devices on my network. As you can imagine, I cannot get any connections to the outside. Pinging 8.8.8.8 at these times gives me either a timeout or time=2353 ms or similar. I have had countless calls to the customer service. A few months ago everything in my house (including the modem, inside line, the splitters on the side of the house and the line to the pole) replaced at least twice. Would you have any ideas as to what to do next? I have tries doing packet capture to see where that traffic is coming from but do not know much about interpreting packet capture logs. Attached is a screenshot of my EdgeRouterX dashboard at a time when this is happening.
