[OOL] Modem fee mandatory even on grandfathered accounts?

I just spoked to an Optimum agent who told me that there will be a new mandatory modem fee to be applied to the accounts of long time subscribers who did not have a modem fee previously. This mandatory modem fee is news to me. I am aware that for the past few years, any new Optimum customers were hit with this modem fee. However, all existing customers with no prior modem fee were supposed to be "grandfathered" in with no modem fee. The agent said the only thing I can do to avoid the modem fee is to buy my own modem. Is all this true? FYI -- I have regular Optimum Online (25/5) that I started service way back in the day. So, I never had a modem fee.
