you do not need to login to Optimum using this link but you do need to play it within the browser and you must be on Optimum/Altice network, it will not work outside of Optimum/Altice network.
i recommend using the Firefox browser with this plugin for playback within the browser:

after the addon has been added to Firefox, simply copy and paste the below HLS URL into the browser, press enter and it should play on its own.

i was unable to get the HLS link to work properly in VLC using a browser agent and the correct URL referral.
