[OOL] Is Optimum online causing skype to cut out/skip?

Keep in mind, I'm just trying to narrow down the problem to it being Skype or Optimum. So simply put the problem is any time I enter a skype call, sooner or later my voice will start cutting in and out; mid sentence my voice will go silent for several seconds, with no quality loss outside of the cut out. Sometimes my voice won't cut out at all, and will instead skip or stutter. Usually however it is the cutting out. Obviously you can see how frustrating this is having conversation ruined by such a problem. All the while I can understand everyone perfectly. If I'm in a skype call with one person, skype will show my connection quality going everywhere. The kicker is, it only happens to Skype. No other program I use, whether it is a VOIP program like Skype or whatever else, has any internet issues. Even testing it out is a pain; using it isn't reliable, very rarely will the playback have my skipping problems. Yet it happens regardless whenever I enter a call in Skype. I am using a wired connection. I have used multiple versions of Skype yet the problem continues regardless of version. Currently I am on Skype 6.9 to escape the sheer amount of ads. I use Comodo Firewall and Peerblock. I have disabled and uninstalled them multiple times, does nothing. It isn't my mic. I have tested my current mic a thousand times and playback is flawess. I have switch with an older mic, no difference. Doesn't seem to be my computer, I have used my laptop to test if the problem happens. I even did a fresh install on my computer earlier. I'm still game to try out anything on my computer since I'm so desperate. Originally I thought it was my router, yet plugging the ethernet cord directly into the modem doesn't stop the problem. I use an Netgear R6300 with dd-wrt firmware installed on it. I even replaced my modem, only to get the same exact problem. So from everything it's either a problem with my Optimum service or Skype. I have contacted Cablevision, and their support was pretty barebones(not bad, just not much), telling me my service and quality is optimal; no signs of it effecting skype in any degree. Skype support was pretty terrible just constantly asking me if I configured my mic correctly and check all the call info to see if my computer is fast enough, etc.
