I would like to thank you for participating in our program. Your participation and that of the other volunteers allows us to collect data which is used by the Federal Communications Commission, by academia and by your service providers to help ensure the integrity and growth of broadband services in the United States.
It was therefore with great satisfaction that a large number of Internet service providers in our program began offering 100 Mb/s services and higher with significant participation from their customers. However, this increase in speed has challenged our ability to accurately capture measurements at this high rate.
Beginning in February of this year (2015), we began to notice fluctuations in our measured data speeds which indicated some issues in our measurement infrastructure. Working with program participants, the issues were identified and have now been corrected. These problems did not affect the measurement of lower speed services (those at 75 Mb/s or below). However, the speeds reported through the dashboard portal supported by our contractor, SamKnows, reported lower than the actual rates delivered by your Internet Service Provider for these higher speed services. This condition started as far back as September 2014 and persisted until approximately mid-October 2015. During this period, the results presented in the dashboard portal did not accurately reflect the 100 Mb/s service level from your Internet service provider.
As noted, the problem has been fixed and the numbers reported through your dashboard for high speeds services are now accurate. We regret this inconvenience.
