Signals

So... I've had Internet speed issues for some time now.... Speeds are normal during the day, and come 4pm someone around the hood starts monopolizing the pipe serving me, and I'm back to Verizon DSL speeds if not worst. Interestingly, the download speed is affected only. The upload is stellar. Optimum Direct states I have a signal issue on the downstream. Sweet. I normally run a signal booster. I have a single coax feed from tap to 3-way splitter connected to modem and two networked CableCARD multituners. Long time ago I was getting weak signal on certain channels on the multituners. This problem went away when I put the booster in the mix. However, in light of entertaining that thought and while I wait for someone from Optimum to check my levels again, I removed the booster from the mix and took a snapshot of the signals to the modem. The modem is connected to the -3dBm leg of the splitter, the multituners are off the two remaining -7dBm legs. And my signals now look like below. Are these levels within spec? And while I understand signal levels may be affected by environmental variables beyond my control or theirs, how would a signal problem only cause issues at night and magically disappear during the day?
