Questions about the public OptimumWiFi signal on a Smart Router

1. What is the speed of the public WiFi signal? 2. If the customer has a lower speed package/tier than Optimum provides on the public WiFi, wouldn't he be better off using a public signal (any public signal he can pick up, whether the one coming from his own modem or from somewhere else) rather than using his own lower-speed Optimum service? (i.e. Cablevision now has a 5/1 speed tier.) 3. Can the customer access the public WiFi signal coming from his own modem? If not, how does it prevent him from using it? If it recognizes and prevents its use by the fact that his computer device previously, successfully, accessed his own private Optimum signal on the same router, would using a device that never accessed his private signal be permitted to access the public WiFi signal emanating from his own router? 4. Officially, use of the public WiFi doesn't affect your private speed. Unofficially, is that accurate? 5. Officially it is advised that the public OptimumWiFi signal cannot be disabled on the Cablevision smart router. However, unofficially, is there any known workaround to shut if off? 6. Can the settings on the smart router (either officially or unofficially) be directly accessed by its IP address (i.e. 192.168.1.1) rather than through the Optimum.net website?
