[Optimum Voice] Phone off the hook when no phones are in use

I seem to be having an odd problem. None of my phones are in use yet I get a fast busy tone and eventually no dial tone. As part of troubleshooting I've done the following. 1. Disconnected all phones from all jacks 2. Disconnected the line from my cable modem to the wall jack. 3. With number 1 & 2 above, I plugged a phone directly into the modem and got a dial tone 4. Plugged the cable modem directly into the wall jack (no splitter) and I got the "fast busy" off the hook tone, thus ruling out the splitter. 5. The only thing I haven't ruled out is the cord that goes from the modem to the wall jack. I've had OV service for over 7 years and I do have someone coming today. Do you think Verizon, in their infinite wisdom accidentally reconnected my line at the NID not knowing that I have OV? Also very briefly during the troubleshooting I had a noisy dial tone when the phone was plugged into the splitter.
